6/29/07: How long does an car alarm have to ring before authorities can tow it away? --



B: According to California law, officers have to wait at least 20 minutes from the time they first hear the alarm before they can tow the vehicle away.

California Vehicle Code section 22651.5 says: (a) Any peace officer, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the Penal Code, or any regularly employed and salaried employee who is engaged in directing traffic or enforcing parking laws or regulations, may, upon the complaint of any person, remove a vehicle parked within 500 feet of any occupied building of a school, community college, or university during normal hours of operation, or a vehicle parked within a residence or business district, from a highway or from public or private property, if an alarm device or horn has been activated within the vehicle, whether continuously activated or intermittently and repeatedly activated, the peace officer or designated employee is unable to locate the owner of the vehicle within 20 minutes from the time of arrival at the vehicle's location, and the alarm device or horn has not been completely silenced prior to removal.
(b) Upon removal of a vehicle from a highway or from public or private property pursuant to this section, the peace officer or designated employee ordering the removal shall immediately report the removal and the location to which the vehicle is removed to the Stolen Vehicle System of the Department of Justice.

6/28/07: When it is legal to have flashing lights around your license plate? --



B: Almost all "after-market" lights are illegal. Extra flashing lights are definitely illegal.

California Vehicle Code section 26101 says: No person shall sell or offer for sale for use upon or as part of the equipment of a vehicle, nor shall any person use upon a vehicle, any device that is intended to modify the original design or performance of any lighting equipment, safety glazing material, or other device, unless the modifying device meets the provisions of Section 26104. This section does not apply to a taillamp or stop lamp in use on or prior to December 1, 1935, or to lamps installed on authorized emergency vehicles.

6/27/07: Which one of these things should you NOT do immediately if your tire blows out at freeway speeds? --



B: You should NOT immediately hit the brakes when you have a blowout. Keep the wheel straight ahead, take you foot off the gas, and watch for other vehicles until you start to slow down. Then slowly move off the road & gently brake.

6/26/07: You see cars without front license plates all the time. When are California cars required to have a front license plate? --



A: According to California Vehicle Code Section 5200, license plates are required on the front and back of all cars.

California Vehicle Code sections:
5200. (a) When two license plates are issued by the department for use upon a vehicle, they shall be attached to the vehicle for which they were issued, one in the front and the other in the rear.

11713.17. (a) Following the retail sale or lease of a motor vehicle for which the department issues two license plates, a dealer may not deliver the motor vehicle unless either of the following occurs: (1) The motor vehicle is equipped with a bracket or other means of securing a front license plate.

6/25/07: For the average person, when is it legal to wear headphones while driving? --



A: According to California law # 27400. A person operating a motor vehicle or bicycle may not wear a headset covering, or earplugs in, both ears.

C: "Darkness" is any time from one-half hour after sunset to one-half hour before sunrise and any other time when visibility is not sufficient to render clearly discernible any person or vehicle on the highway at a distance of 1,000 feet.
